The FTC and its enforcement partners shut down a number of scams last week involving the payment of an advance fee for a VISA or MasterCard. The Federal
Trade Commission, state Attorneys General from six states and state banking

Bankruptcy Decline
While bankruptcy reform makes it way through Congress the number of personal
bankruptcies in the U.S. is declining for the first time in four years.
According to statistics released this week by Administrative Office of the
U.S. Courts, new bankruptcy filings during the second quarter declined from 373,460
last year to 345,956 this year.

Fleet Credit Card Services announced this morning the immediate
availability of the 'Lycos MasterCard' throughout the Lycos network of web sites. The new card
comes in two card designs and carries an introductory APR of 2.9% for five
